Nope, Rumias outfit got long sleeves. As you can see - the character after the broken teacup got this very short sleeves like Sakuyas Maido-dress.
Don't get confused with that ribbon or her spread out arms - its not Rumia.
[In Addition, the spinning Sakuya-scene is very short]
