I think it's because of Hair Colour Inflation in anime. Y'see, blonde is a colour that Americans, French people, Germans and Britons have. Japanese people have brown hair. Obviously, Finns, who are the blondest people on Earth (Russians aren't particularly blonde, though, hm?), must have white hair to compensate. Another Finnish character from a recent anime (which I haven't watched) is that gray-haired girl ("Yan"?) in Darker than Black.
Hair-colours in anime are ( ... )ed up in general. Has anyone else noticed that in Code Geass, Lelouch is much more Japanese looking that Suzaku, with his black haired compared to his brown? Seriously.
