"U.N. Owen Was Her?" from Touhou. There's the original, and there's a remix of it done by COOL&CREATE. Both seem to be getting used a lot in stuff like this coming out of Japan (most famously that Ronald McDonald thing). Sort of analogous to those "youtube poops."
